The investigative committee that was set up by the Eastern Cape premier to look into allegations of sexual favours in return for employment and promotions in the provincial Department of Public Works and Infrastructure has started its work.
The committee is headed by Advocate Yvonne Badi, an experienced legal professional. It is mandated to verify the allegations of sexual misconduct against Thandolwethu Manda and any other senior manager or personnel within the department, among other tasks.
Manda is currently on suspension after in October this year it was widely alleged on social media that he was sleeping with interns in the department in return for hiring them.
Today (Wednesday), the Office of the Premier, headed by Oscar Mabuyane, gave feedback to the public about the committee’s work. It said the committee will investigate potential abuse of power in recruitment of officials, with a particular emphasis on the internship programme since 2019, Manda’s tenure as Head of Department.
It will also assess any claims of individuals appointed or promised employment within DPWI in exchange for personal favours, including sexual favours.
“Furthermore, the Committee is empowered to provide any interested party with the opportunity to present and substantiate allegations relevant to the investigation,”
“Interview any provincial administration employee whose information may be pertinent to the investigation. Identify, contact, and communicate with individuals relevant to the investigation,” Mabuyane’s office said in a public statement.
Manda, whose contract is coming to an end this month, has not made any comment regarding the matter except for two applications he brought before the Bhisho High Court to silence the former colleague who accused him of rape and sexual harassment.
In both cases, Manda failed to achieve his desired results.
